Motivation
As an editor of data in the topographic-data repository
I want each push to a working branch or open PR to trigger the same validation suite automatically
so that data quality issues are detected early and before merge.
Modifications
Added initial version of validation py scripts, refactored into uv package and added ts wrapper.
