Enable graceful handling of API issues on Mobiilivihko

If Laji.fi API's have issues, Mobiilivihko can show many error messages for the user. Make it handle API error gracefully, showing only one (or max few) messages with clear language.

When API is not working, on Liituri-form, this comes up in eternal loop:
