say on my vps I have 10 people watching, can I up the resolution and bitrate as I'm streaming for some of those audiences while downgrading resolution and bitrate for others?

There is only one stream. Having multiple streams (in different qualities) would multiply resources usage. You can, however, broadcast in lower qulaity to e.g. youtube. And your users can watch only, but in lower quality.
