Adding CI tools for testing and linting

I think adding some CI tools for testing and linting will make managing contributions easier, and it will also make PRs faster to review.

Hey @alansun17904. I like the idea, though I haven't had much experience with CI tools. I've only added a Github action regarding testing on pull-request/push. Do you have anything particular in mind?
