CURRENT_EVENT_SEQUENCE is only received when its' flags are not 0

It seems that when the flags are not filled in, mavlink2rest does not accept the message. The first message (RESET true) is always received, but flags=0 messages are never received.

Fix:
replace the serde deps with:
serde = { version = "1.0.218", features = ["derive"] }
serde_json = "1.0.139"

Update the mavlink message definitions to latest version, where bitmask="true" is added.

The latest version of rust-mavlink is using this version of mavlink with this:
https://github.com/mavlink/mavlink/blob/bad2532fca7721937e45f128c5345e6a8e6544c9/message_definitions/v1.0/common.xml#L4908

As you can see there is no bitmask="true" there, it's defined as an enum and not as flags.
Once the new version is released this message in specific will be fixed.
