Scaffold website4.0 TypeScript migration workspace and migrate homepage sections

Description

This starts the HelpOps-Hub modernization in the required root website4.0 workspace, establishing a TypeScript-first frontend without touching the legacy website3.0 app. The initial migration focuses on the homepage landing experience and preserves the existing visual language, assets, and section structure.

• Workspace foundation

  • Added a new standalone website4.0 Next.js App Router app with TypeScript, Tailwind, ESLint, and project-local config.
  • Added a focused README to define website4.0 as the migration entry point.

• Homepage migration slice

  • Rebuilt the homepage landing sections as typed .tsx components:
    • HeroSection
    • ProblemSection
    • SolutionSection
    • FeaturesSection
    • HowItWorksSection
    • DiscoverSection
  • Wired the new homepage through src/app/page.tsx and added a small AOS initializer for section animations.

• Type-safe structure

  • Moved reusable UI content into src/data/homepage.ts.
  • Added shared interfaces in src/types/homepage.ts for section props and card models.
  • Kept section contracts explicit while avoiding runtime coupling to the legacy app state.

• Asset + metadata carryover

  • Copied the required homepage imagery, manifest, and favicon assets into website4.0/public.
  • Added HelpOps-Hub metadata and icon configuration in the new app layout.
