Allow ENABLE_DNS_POLICY and ALLOWED_DNS variables to set via CI/CD #4623

As a TRE Administrator
I want to be able to set the ENABLE_DNS_POLICY & ALLOWED_DNS variables via GitHub Actions (CI/CD)
So that I can take advantage of the DNS policy feature on my TRE deployment where releases are made exclusively via GitHub Actions
