Updates the 7.0.0-dev12 changelog entry to improve clarity/consistency and to reflect the snapshot receipt format change introduced in #7711.
Changes:
- Added missing sentence-ending punctuation to sealing-recovery bullets for consistency/readability.
- Added a changelog entry noting that snapshots now carry COSE receipts and no longer include JSON receipts (#7711).
