Customer Impact

We're shipping a new experience that we want customers to give feedback on WRT one of the most common issues people hit when using aspire when the container runtime ins't running, or is in a incompatible state (resource saver mode).

… runtime isn't running, log a critical error but continue running and sending requests to dcp. DCP will wait for the container runtime to be healthy (started) and will run the containers.
…. - Improve the error message for docker and podman.
