Azure CLI authentication does not show subscriptions for all tenants

Azure CLI authentication does not show subscriptions for all tenants.

Using Device login:

On the command line, az does show this subscription. Seems the toolkit only lists subscriptions for one tenant when using Azure CLI authentication?

Reason seems these two methods return only subscriptions for the default tenant:
