Typing "#" and then Enter or Tab opens the GitHub issue queries settings #7838

Description

@josh-berry

Type: Bug

When I type "#" and then Enter (e.g. to create a blank line in a comment), I expect a "#" and a newline character to be inserted into my editor. Instead, the settings page for issue queries is opened.

Similarly, when typing "#" and then Tab, the settings page is opened. Instead, I expected the displayed auto-completion to be inserted (e.g. via Copilot).
