Test docker features with MLC and add github action for them

• Base mlc docker run
• mlc docker run with meta update from variations
• mlc docker run with folder mounts from host
• mlc docker run with conditional meta update
• docker option --docker_cache=no
• docker option --docker_it --docker_interactive --docker_dt --docker_detached
• docker option --docker_rebuild --dockerfile_recreate
• Passing of host userid and group to docker run
• Podman run
• Add github action for the above tests

I think for testing docker run, we could include the following items:

Since we are executing in GitHub actions(Non Interactive mode), docker detached mode would be a must

• Docker run of a script in docker detached mode(could be tested with --docker_dt and --docker_detached)
• Docker run of the same script with flag --docker_cache=no. Here, there is a question of how we would do the verification?
• Docker run with the flag --docker_rebuild and --dockerfile_recreate
• Pass userid and groupid.
• Do the case 1-4 for podman run also

• This PR adds the tests.
• In mlperf-automations, i see the host user and group id are passed by default, so i think we could skip the fourth case?
• In MLC there is no explicit run command for podman like the mlc docker script, which is automatically handled within the script automations and script

I think we could sync on how to verify the test cases and how to add test cases for podman

Since the tests for Podman run is not straightforward, we could skip that for now.
