Fix .NET 9 ASP.NET Blazor issues

Description of Change

The IJSUnmarshalledObjectReference type has been removed (and we may have only ever needed IJSInProcessObjectReference) but we want to use the new [JSImport] attributes.

There are several changes:

• For .NET 7+ we use the new [JSImport] attributes
• The new [JSImport] attribute does not yet support the ElementReference type, so we have to use the element ID _bl_# (Improve the JavaScript interop code generators to support additional scenarios dotnet/runtime#78455)
• Added a workaround for a linking order or some other issue ([wasm] problem with native linking against skiasharp and emscripten 3.1.56 dotnet/runtime#109289)
• The Module object is no longer available, so we copy the work we did for GL and add Module and GL to SkiaSharpInterop
• Fixed the ordering of the wasm features: simd,st to the correct st,simd
• Update Xcode since 14 is gone
• Using the correct get/set methods instead of the (incorrect) indexer which makes the delete work

• Fixes Blazor view's SizeWatcher and SKHtmlCanvas never release the canvas view #3065

I just spotted a unrelated issues:

• Blazor view's SizeWatcher and SKHtmlCanvas never release the canvas view #3065
• Blazor views use the Blazor element ID _bl_# which may not be safe #3066

When above fix will be available ( #3064 ) Because of this error I am unable to upgrade my project to .net 9
