Separate C and C++ library

msgpack-c contains C and C++ part codes. It is difficult to maintain.

We are going to separate the C part of msgpack-c and C++ part of msgpack-c.

Before do that, we release the last version of msgpack-c that contains both C and C++ library.

Then the master branch will be just a entry point. We will introduce c_master for C and cpp_master for C++.

I have completed PoC here. It works properly in my project, but I am not sure whether it will satisfy the majority of developers. I hope that community users will provide comments to help me improve it.

I just merged #874

I will going to release the current master as 3.2.2 or 3.3.0. It's depends on the commits are only contained minor fix or additional functionalities. AFAIK, there is no breaking change from the last release.

I will update CHANGELOG.md and version file.

And then, I will create branches c_master and cpp_master from the master.

Please wait it.

After I will do it, you need to rebase your c_master and cpp_master. Please do that. Then send 3 pull requests.

2. target msgpack-c/cpp_master, source your cpp_master
3. target msgpack-c/master, source your branch that only contains README.md.
