Nit: should be read if report-only is true but permissions dont have conditionals. So it'd have to be separate jobs based on report-only's value which'll duplicate the contents somewhat.

I suppose it could be done this way, but I'm not sure what we'd win by it.

Token with the exact permissions based on report-only.

Report only will need issues: write as it writes the report there. I guess it could have pr: read, but all jobs using the token are deterministic, the win would be very tiny.

Trial run of mui-public's reusable CI flake-fix workflow against this repo. It triages recent CircleCI failures with Claude and, unless dispatched report-only, opens a draft PR proposing a fix.
Runs weekly (Monday 07:00 UTC) and can also be dispatched by hand from the Actions tab. The four
ANTHROPIC_*variables are already set on this repo; the only other requirement is that Actions is allowed to create pull requests (Settings → Actions → General).
