Making toasts more accessible

Steps to do so:

• Dialogs should not automatically disappear but must be manually closed by the user
• When dialogs are shown the focus should move to them allowing the user to close them with tab navigation

Doesn't it currently happen? We have it forced in any modal (NcModal/NcDialog).

I'm talking about the toasts that show error/warning/success messages, they are provided in this repo right?
