[Bug] Randomly generated password not complying with external sharing password policy

The randomly generated password not complying with the "Share password policies"

Steps to reproduce

1. Login as administrator and go to security setting
2. Click on "Add policy set" in Password policy section to add "Share password policies"
3. Change the length policy and enable all policies under "Share password policies"
4. Enable "Always ask for a password" in Sharing setting
5. Go to Files app and try create public share link for a file or folder with the randomly generated password

Expected behaviour

The randomly generated password complying with "Share password policies" and share link can be created without any error.

Actual behaviour

The randomly generated password not complying with the "Share password policies" and share link cannot be created.
