Do not immediately promote speaker on short audio peak

By default the latest speaking person is promoted in the big screen. The problem with this is if somebody is coughing or making a short noise it is automatically promoted. It should be a bit of grace period added before the promoted speaker is added. For example if someone speaks for a bit longer the grace period should be a bit extended - in this way quick discussions are still interactive but short noise peaks are not that invasive to the video flow.

I would also like to have some feedback from @nextcloud/designers for the UX of this.
