Security key 2FA not working

Steps to reproduce

1. Added Yubikeys to 2FA in account settings (tested more than 1)
2. Logging in on a new device prompts 2FA as expected (pick TOTP or hardware key)
3. Clicking hardware key immediately causes an error saying "Authentication Cancelled". Clicking retry just gets the same error, whether the hardware key is plugged in or not.

Expected behaviour

I should be able to activate my hardware key for 2FA

Actual behaviour

Detailed above, but immediate error "Authentication cancelled" when hardware key is chosen as 2FA method even though key is registered in account settings
