smoke-testsuse a helper function to spawn local npm commands and get their output. Previously it would only returnstdoutby default unless requested to make it easier to make assertions. This proved to be a bad choice by me since it added indirection and made unrelated PRs like #7158 fail with hard to debug output.This PR makes the helper function always return
{ stdout, stderr }and updates all call sites to useres.stdoutwhere necessary.
