This PR fixes
nioversion to =0.0.0, dispite 0.0.1 published, to successfully compile.socket2>= 0.5.10 contains Add cygwin support,which is not covered by nio 0.0.1
This is a temporary fix and let's wait
nio's side update to supportsocket2>= 0.5.10.
