[Flow EVM] Add pause functionality on `EVM` system contract

For emergency cases, there should be a toggle on `EVM`, which will allow us to pause all EVM-related APIs, with a single transaction, without having to perform any contract update.

This functionality should be limited to the service account, so we'll need to make sure no one else can pause the EVM-related APIs.
