Perf runner docker network issue

Similar to #3224 all perf runs are failing with docker issue

Error response from daemon: COMMAND_FAILED: UNKNOWN_ERROR: nonexistent or underflow of priority count

Requesting reboot of the machine, as that has fixed this in the past.

Got a successful run in OTel Arrow, so from that repo's standpoint, we are good.
