This PR adds
Microsoft.NETFramework.ReferenceAssembliesmeta package to projects to allow us to build .net461 on Linux/Mac/Windows if you don't have net461 installed.It also adds a test certificate that allows us to test
ServerCertificateCustomValidationCallbackworks. This is currently done via a test that needs to be adapted to use the reverse proxy test classes in OpenRasta
