Bug - Jump links - jump links do not work after clicking skip to content

Describe the problem
After clicking the skip to content link on a page, clicking a jump link does not jump to the linked section of the page.

How do you reproduce the problem?

1. Go to any PatternFly component page. Action list for convenience.
2. Press Tab, then Enter on the skip to content link
3. Click the table of contents menu and click one of the jump links within it. Notice the page does not jump to that section
4. Repeat these steps on another component page, but don't click the skip to content link first and notice how the page jumps as expected.

Expected behavior
After clicking a skip to content link, clicking a jump link jumps to the linked section
