fix(web): settings time fields honor the time format preference - #28021
Settings → Time format was ignored by the native “Run at” input and fixed-time snooze preset fields. In an AM/PM browser, choosing 24-hour time still displayed AM/PM.
Both settings fields now use the existing Select primitive and resolveHour12 setting resolution. Explicit 12-hour, 24-hour, and System default choose the displayed hour cycle; edits keep canonical HH:MM values, including midnight and noon. Scheduling, timezone handling, and persistence are unchanged.
This is a focused obvious-bug exception: both fields ignored the same existing preference through native time inputs. No maintainer approval is claimed. This separates the time-format repair requested when #24216 was closed; it does not add reasoning controls or overlap the custom-snooze dialog changes in #23518/#22433.
Proof: the focused browser regression failed against the native field before the fix. It checks preference changes, 17:30, noon, midnight, and 23:59 in the actual editor; vp run check:changed 50c1c5dc536493826fc66e220598f38b831d5bde --concurrency 2 passes: format, lint, knip, affected typechecks, 10 tests, and three React Compiler cases. The 18 existing scheduling logic tests also passed. Real-client Chromium verification passed against isolated state at 1280×800 and 390×844: tasks save/reopen as 17:30, 00:00, 12:00 and 23:59; weekdays remain Mon/Wed/Fri and the fixture stays disabled with zero runs. Explicit 12/24 and en-US System default display correctly. Preset minute/period edits persist as canonical 05:45 after reload. Packaged Electron, native mobile, other locales and remote transports were not independently exercised.
Before captures: upstream 50c1c5dc53; after: 777bd62930. All four changed files remain byte-identical to the reviewed 259d1aed5e after rebase. Evidence contains synthetic disabled fixtures; preferences were set through existing app commands, then time edits and saves used the real UI.

Macroscope's review found this PR approvable — Settings time fields now honor the existing 12-/24-hour preference while preserving the stored time format and existing save behavior. The change is limited to user-driven time entry with no product-default or operational changes.

Scheduled-task and snooze-preset settings now use a shared time input that follows the configured timestamp format. The input displays 12-hour or 24-hour selections and reports values in HH:mm form. Browser tests cover fixed-time values across format changes.

Summary
Time input behavior apps/web/src/components/settings/TimeOfDayInput.tsx
Adds hour and minute selectors, with an AM/PM selector in 12-hour mode. Selection changes report a zero-padded HH:mm value.
Settings integration and format tests apps/web/src/components/settings/ScheduledTasksSettings.tsx, apps/web/src/components/settings/SnoozePresetsSettings.tsx, apps/web/src/components/settings/ScheduledTasksSettings.browser.test.tsx
Scheduled-task and snooze-preset fields pass the configured timestamp format to the shared input. Browser tests check noon, midnight, 23:59, and locale-dependent display across format changes.
The time fields follow the selected format. No material merge risk was established.

Explanation
Objectives from #27233 (directly linked, open):
Scheduled-task "Run at" follows the Time format setting. Met. ScheduledTasksSettings.tsx replaces the native <Input type="time" nativeInput> with TimeOfDayInput and passes settings.timestampFormat. TimeOfDayInput calls resolveHour12(timestampFormat). In 24-hour mode it shows HOURS_24 (00-23) and no period select. In 12-hour mode it shows HOURS_12 plus an AM/PM select. Midnight shows as 00 in 24-hour mode and as 12 AM in 12-hour mode.
Snooze preset fixed-time field follows the same setting. Met. SnoozePresetsSettings.tsx passes props.timestampFormat from SnoozePresetList to SnoozePresetFields, which renders TimeOfDayInput in place of the native time input.
Stored values stay canonical HH:mm. Met by code inspection. Each onChange builds pad(hour):minute. Hour edits in 12-hour mode keep the current period. Period edits keep the hour within that period. Noon and midnight convert correctly (12 PM = 12:xx, 12 AM = 00:xx).
Automated test. The PR reports a browser regression test that failed before the fix and passes after it. It covers preference changes, 17:30, noon, midnight, and 23:59. I did not run the tests. I rely on the reported results and on the test file change in the summary.
Not in scope: CustomSnoozeDialog.tsx (#19930). The issue names it as a third affected location. The issue title, reproduction steps, expected behavior, and checklist target the scheduled-task editor and the snooze presets settings. The PR states that the custom snooze dialog is separate. This is not a directly linked requirement of #27233, so its absence does not fail this check.
No non-coding requirements exist in the issue.

Explanation
All changed files relate to the #27233 objectives:
apps/web/src/components/settings/TimeOfDayInput.tsx (new): shared time input that uses resolveHour12. This is the implementation both fields need.
apps/web/src/components/settings/ScheduledTasksSettings.tsx: replaces the native Run at input with TimeOfDayInput. Direct objective.
apps/web/src/components/settings/SnoozePresetsSettings.tsx: replaces the native snooze preset time input with TimeOfDayInput, passes timestampFormat through, and changes the fields container to flex-wrap so the wider control fits narrow layouts. The flex-wrap change supports the replacement. The obsolete Input import is removed.
apps/web/src/components/settings/ScheduledTasksSettings.browser.test.tsx: adds the regression coverage described in the PR. Supporting test.
No change touches scheduling logic, timezone handling, persistence, or CustomSnoozeDialog. The PR states that these areas are unchanged. Minor note: the Label htmlFor="scheduled-task-time" now targets the hour select only. This does not make the change out of scope.
