Create workflow for automatically updating product versions

To simplify the process of updating individual image repositories, we want to create a workflow that can be called to easily and automatically create and update versions.

The workflow should

• Take arguments:
  • Product and/or specific images
  • The exact version
• Determine whether to increment an existing or create a new version
• Be smart about setting latest:
  • If the YYYY.MM version already exists, update the patch version without changing latest
  • If the YYYY.MM does not exist, and is newer than existing versions, create the version and set to latest
