This change allows for global plugins and controller profiles (interaction profile jsons) to be put in a global directory and used for every game. The directory is %appdata%\UnrealVRMod\UEVR\Profiles and %appdata%\UnrealVRMod\UEVR\Plugins. One use case for this is to support controllers for a headset that are not properly setup in UEVR. Rather than having to copy the interaction profile to every game folder, this can be done in one location, centrally.
