List the extra repos

Our view was that it would be better if the project were in the one place. There is no particular rush for that, but we thought it might be better if the discussion were all in the one place. There's no particular rush to do that, but as the opportunity presents itself, moving the content to a single repository would be ideal.

I see that most of these are non-trivial work, with explainers and specifications, so it's OK if this takes time or if you want to argue that graduation to another venue is likely to happen sooner.
