Windows support

AFAICT concat uses shell scripts to produce the final file. That obviously doesn't work on windows. It would be great to be able to use concat on windows.

Hi @ptman, I adapted an old version of the module to be able to run on windows (I implemented the script in ruby and extracted some params). I'll rebase with the new code and make a pull request in the coming days (maybe by the end of next week as I'm quite busy these days at work)

It works as expected, the only thing the script doesn't implement yet is the '-n' sort option.

I'm sorry, I didn't really have time and don't have anything ready for testing on Windows. I wanted it to be able to create a idempotent powershell script from several powershell snippets and only fire up the powershell runtime once per puppet run. Currently our puppet modules start powershell about ten times during a puppet run.
