Support sklearn 1.8

I'm not sure if there is anything actually requiring "scikit-learn >= 1.0, < 1.7", but it would be nice to support more recent versions.

Thanks for the suggestion; I expect to address this as part of #1017; we rely on sklearn internals in several places in our library and so in general we need to do some extra work to adapt to each new sklearn release.
