found some links are dead, maybe we can fix them

Let's focus on fixing dead links for the internal docs and for the tests I'd prefer another issue (maybe they aren't really necessary).

I see that the IDLE history links could be updated (cc @terryjreedy) as well as those for PC and msi (cc @zooba).

For the vendored files, I'm not sure what we can modify.

idledev/HISTORY.txt has a link to the mailman(2) idle-dev list. It has been archived, and the appropriate replacement would be a link to the archive page. https://mail.python.org/mailman/listinfo says

There are no Mailman 2.1 lists on mail.python.org. All remining Mailman 2.1 lists were either archived or migrated to Mailman 3 in May of 2025.

There follows a link to mailman3, but there is no link to the archives. I would like to be able to access the archive page. I used to be able to do so through the (closed) list page, but apparently the individual list pages have been removed. The listinfo page should have an archive link or say that everything is inaccessible or deleted, whatever is the case.
