Drop Python 3.11 support when 3.14 is fully supported

Per ^ 3.11 support can be dropped, but there have been reports of some dependencies not working or not being available on Python 3.14. Support for the last 3 stable versions of python is the assumption of the SPEC0 timeline so 3.11 should only be dropped if 3.14 is possible.
