QCDataUploader now uses HttpURLConnection instead of using Apache HTTP Client.
QCPolicy updated to use HttpURLConnection instead of Apache HTTP Client.

Apache HTTP Client support was removed in Android 6.0. It's suggested to use HttpURLConnection instead.

Currently
QCDataUploaderandQCPolicyuse the old Apache Client. This PR will update it toHttpURLConnection
