This matches what is used in Qualtran currently.
With the move to SciPy 1.15, it was no longer possible to satisfy all the constraints unless this was set to 3.10. I tried both 3.8 and 3.9.
This is simply the output of running re-pip-compile-in-docker.sh again.

The basic change in this PR is to raise the SciPy version to 1.15 in
runtime.txt, to be compatible with the pinned requirements in Qualtran. The other file changes are to accommodate changes in dependencies that result from trying to satisfy that version requirement.
