Support for quarto vignettes

I have a package with quarto instead of RMarkdown vignettes. Running rhub throws an error:

Error: processing vignette 'vignette.qmd' failed with diagnostics:
Quarto binary is required to build Quarto vignettes but is not
available.
ℹ Please make sure it is installed and found by `find_quarto()`.

This is because the quarto installation has been disabled in #26.

Is there any possibility to make the quarto installation optional, so that rhub can run for packages with quarto vignettes?

As a workaround you can add it to your workflow file manually.

I tried to manually modify the workflow file to enable the quarto installation and it worked for Windows, but leads to the known problem of missing gh installation on other platforms (#25). I further modified the quarto installation workflow file, but didn't manage to get this running.

For now, my solution is to create a branch of my package with RMarkdown vignettes instead of quarto vignettes to get rhub running. For the future, it would be great if rhub could also support quarto vignettes.
