Give admin permissions

It is an issue with the gh-action permissions, see https://docs.github.com/en/actions/writing-workflows/choosing-what-your-workflow-does/controlling-permissions-for-github_token#defining-access-for-the-github_token-permissions

I should update the action in rogtemplate, in the meantime try to add the line permissions: write-all on your action:

      GITHUB_PAT: ${{ secrets.GITHUB_TOKEN }}

There is another method (that I tried succesfully) that is to change the permissions in the repo settings:

Settings > Actions > General > Workflow permissions > Check "Read and write permissions"

Now the site is deployed in https://ropengov.github.io/nasa/ , however I would still update the action so it works out-of-the-box.
