Unknown file format error parsing INI files with section headings using foreign languages characters (ñ)

I'm getting this error trying to parse INI files:

Unknown file format. Couldn't parse the line: '[ToolbarEspa�ol]'. while parsing line number 0 with value '' - IniParser version: 2.5.2.0

The problem section header is: [ToolbarEspañol] and the issue is obviously the "ñ" character in it.

Is there a solution?

I also see the project has not seen an update in a long time, and has been forked; is that the official/recommended path forward?
