High Level Overview of Change
We want important tokens like RLUSD to not be filtered out. Since this token is new, it doesn't meet the minimum requirements of the filters we put in place previously. To remain partial, we now exclude all trust_level 3 tokens from the filters, which fixes this issue for RLUSD as well.
