Const generic ICE on stable, beta and nightly

The following only crashes on stable, beta and nightly:

use std::marker::PhantomData;

Notice the lack of #![feature(const_generics)]

I think I have a tiny patch that can fix beta and nightly, but I don't think it'll apply to stable.
