Do we want to ask any more direct questions about project maturity?

Possibly. For this, I just copied our current questions that we had in the internal doc we have sent to applicants without adding new ones. We could land this and then soon discuss whether we want to add additional questions? |

This allows applications to the RIL directly through a GitHub issue vs. having to send a manual document form to each potential applicant.
