Update Liberica Java 11 version

Dear IPED team,

Than you for mentioning us, BellSoft, in your README! Yesterday I noticed that for some reason you bundle an antique version of Liberica Full JRE, built in 2021. Could you please update it to say least the latest version of Java 11?

It is safer to use and might even be potentially more performant

Thanks @asm0dey for warning us, we should definitely have done this a long ago and more frequently.

Is Liberica still releasing security fixes for Java 11? If yes, until when?

We plan to update to a more recent major Java LTS version (#1522), but this is a more sensitive change, since we have dozens of dependencies which should be checked for compatibility and possible regressions on our test corpus.

@lfcnassif yes, we do. The current planned EOL year is 2032, but please, try to update to a newer Java if you can! I know it's a pain, but you will have to do it one day. And better earlier than later.
