Footer column count: account for Polylang

Polylang has a feature that allows users to create widgets that only display on certain languages for the site. When they do this though, Vantage assumes all the widgets are there and scales them incorrectly.

For example, if there are 2 English and 2 German widgets, Vantage assumes there are 4 widgets and displays them with 25% width. This has been reported a few times on the forums.
