CRC checksums not used in File Manager #392

Bug Report
The crc parameter is not set in the FileManager when making PutFiles
Reproduction Steps
- Use FileManager's _createPutFile method
- Observe the resulting PutFile returned (requires bulk data to be set during the method invocation)
Expected Behavior
CRC checksum should be in the PutFile
Observed Behavior
It is not there
