[ENHANCE] Target multiple namespaces while requiring minimal rbac

I cannot target multiple namespaces today without list and watch namespace rbac which i don't have.

Introduce a namespaces parameter that accepts a list of namespaces.

Describe alternatives you've considered
The namespaceSelector cannot be used in this case because it requires unavailable permissions.
