Code Review
This pull request standardizes the structure of package.json files across multiple packages by reordering the engines and publishConfig fields. Additionally, it updates the tinyexec dependency, modifies the ESLint import configuration to provide an empty object instead of undefined for unresolved imports, and adds a corresponding changeset. Feedback was provided regarding the deletion of the prettier-plugin-handlebars README, which should be verified to ensure documentation isn't lost unintentionally.

core/prettier-plugin-handlebars/README.md (1-36)
The README file for this package has been deleted. This appears to be accidental as the package remains active and no replacement documentation is provided in this PR. If this was intentional, please provide context in the PR description.
