Applying marks to a pytest fixture has never actually worked, it has just been a no-op. Starting with pytest 9, it now raises an error to fix code that does so. Remove the mark.

Why?
We made changes to the ci.yml file in #1703 - changes to .yml files do not get picked up by our automation that merges changes from master to private preview branch. So running the script manually

just merge python-private-preview
