SU2_DEF Windows binaries seg faulting when converting CGNS meshes

Describe the bug

When converting CGNS meshes to SU2 format using SU2_DEF using the Windows binaries, the executable crashes and gives a segmentation fault. This has been reported on Slack and by students using SU2 for CFD course assignments. I couldn't reproduce the bug compiling from source on any of my machines (Linux/Mac), but I don't have a Windows build to test on currently.

Sure thing, as discussed in the last developer meeting the issue likely stems from the CGNS library being incompatible with Windows. Currently the binaries are compiled on Linux to run on Windows. I think what needs to be done to fix this is compile natively on Windows, as I understand it this might be quite difficult (#1468), this is probably the first step, then run in a debugger and see what is throwing the segfault. Hopefully then it is a relatively straightforward fix.
