Having both isWellFormed and toWellFormed seems kinda reasonable to me. The former is what has been requested a bunch thus far, but the latter is what IDL and the web platform uses in a number of places.

@guybedford To be clear, i was not proposing any changes to the proposal; i was notifying of the prior art so it could be listed in the readme, because it doesn't seem like there's that many JavaScript contexts yet where the USV concept matters much.
