i.e. will VectorChord release numbers now follow semantic versioning, now that we're past the 1.0 marker? i'm figuring out whether to put <1.1 or <2 in my version requirements lol

No.

1. We are very unlikely to introduce breaking changes at the API level, but we are not making any promises.
2. To prevent unexpected extension upgrades (invalidating the index so you must run REINDEX), you also need to lock the minor version.
